Possible action:
a. Approve the Project, adopt plans and specifications, and authorize advertisement of Contract Documents for Project No. 263-CP19012 "Renovation at Reentry Resource Center," and direct the Clerk of the Board to open bids on Thursday, September 12, 2019 at 2:00 p.m., in the Office of the Clerk of the Board of Supervisors.
b. Authorize the County Executive, or designee, to make clarifications, make minor changes, and issue addenda as necessary to the contract documents and the advertisement including the timing of receipt of proposals.

FISCAL IMPLICATIONS

Funds for the construction phase of the project are already available in Capital Project 263-CP19012 "Renovation at Reentry Resource Center."

REASONS FOR RECOMMENDATION

The design phase of the project is complete, and the associated construction documents are now ready for advertisement. Per Public Contract Code 20124, the Board of Supervisors (Board) is required to adopt the completed construction documents and authorize advertisement of the Invitation to Bid.

Authorization to the County Executive, or designee, to make minor modifications to the bid documents is needed to respond to clarifying questions raised by prospective bidders. If approved, the Facilities and Fleet Department (FAF) will request ratification of any modifications at the time the contract award is recommended to the Board.

This action will have positive sustainability implications, as facility modifications provide opportunities to modernize aged facilities and incorporate new technologies that lead to energy conservation and energy efficiency.

BACKGROUND

The Board approved $1,500,000 for various renovations at the RRC as part of the Fiscal Year 2019 Adopted Budget to support the collaborative efforts of the Office of Reentry Services, County of Santa Clara Health System, and the Behavioral Health Services Department. The project will renovate three separate areas in the building. The scope of the work includes adding site ramps, new doors, electrical installation, and new architectural finishes. Waiting rooms and lobbies on the first floor of the RRC will be renovated to better accommodate client intake and facilitate services, and basement floor items include the makeover of the break room, two unisex bathrooms, and two adjoined conference rooms.

CONSEQUENCES OF NEGATIVE ACTION

The project would not be advertised at this time.
