b. Approve First Amendment to Agreement with People Assisting The Homeless relating to providing supportive housing services increasing the maximum contract amount by $827,903 from $385,230 to $1,213,133 with no change to the term of the Agreement, that has been reviewed and approved by County Counsel as to form and legality.

FISCAL IMPLICATIONS

The recommended action would have no net impact to the County General Fund. Funding for the Amendments with Abode Services and People Assisting The Homeless (PATH) is included in the Behavioral Health Services Department’s (BHSD) Fiscal Year (FY) 2020 Adopted Budget.

The funding components of the Amendments for the period of August 13, 2019 to June 30, 2020 are as follows:

Abode’s Renascent Place program includes $229,167 from Medi-Cal, $559,092 from the United States Department of Housing and Urban Development (HUD), and $825,075 of reimbursement from the Office of Supportive Housing (OSH), for a total of $1,613,334.

PATH’s Villas on the Park program includes $62,093 from Medi-Cal and $765,810 of reimbursement from OSH, for a total of $827,903.

CONTRACT HISTORY

Abode Services and PATH were selected to provide supportive housing services for the chronically homeless as a result of a Request for Proposal (RFP-BHS-FY16-0108), which was released on January 8, 2016 and proposals were received on March 7, 2016.

Abode Services’ Agreement was approved through the Board of Supervisors Delegation of Authority on July 8, 2019 (LF #95574).

PATH’s Agreement was approved through the Board of Supervisors Delegation of Authority on July 18, 2019 (LF #95574).

REASONS FOR RECOMMENDATION

The recommended actions would approve Amendments to Abode Services and PATH to add the Renascent Place and Villas on the Park (VOP) programs and their corresponding funding to provide new supportive housing developments as part of the Santa Clara County Community Plan to end homelessness. These programs would add 243 units to house Santa Clara County’s most vulnerable homeless populations. These units would improve access to necessary mental health, medical care, and other services for chronically homeless individuals.

The Amendment to the Agreement with Abode Services would increase funding for supportive housing services at Renascent Place. In Santa Clara County, several new 100% permanent supportive housing (PSH) developments are underway, the largest of which is Renascent Place. Renascent Place began construction on December 11, 2017 and is scheduled to be completed in January 2020. Renascent Place would provide 160 units of PSH to chronically homeless individuals. Abode will provide customer-focused, efficient, and impactful supportive services such as intensive case management, mental health services, and on-site crisis intervention to help the residents of this development become successful tenants and overcome their chronic illnesses.

The Amendment to the Agreement with PATH would increase funding for supportive housing services at VOP, a new PSH development. VOP began construction in January 2018 and is scheduled to be completed in November 2019. At completion, VOP will contain 83 PSH units for chronically homeless Santa Clara County residents. PATH would provide intensive case management, mental health services and on-site crisis intervention services to the 83 residents at VOP. 

Abode and PATH’s services assist the County of Santa Clara Health System in achieving its Strategic Road Map goals by reducing the burden of illness through the provision of supportive housing services that improve client experience and health outcomes for the chronically homeless.

CHILD IMPACT

The recommended action will have no/neutral impact on children and youth.

SENIOR IMPACT

The recommended action will have a positive impact on seniors by providing much needed supportive housing services, criminal justice services, and mental health services for the senior population.

SUSTAINABILITY IMPLICATIONS

The recommended action balances public policy and program interests and enhances the Board of Supervisors’ sustainability goal of social equity and safety by providing supportive housing services and adult and older adult services to the most vulnerable populations in Santa Clara County.

BACKGROUND

Over the last five years, the County has partnered with its service providers to establish and expand a system of supportive housing, shelter, and services for homeless individuals and families. A key component of this system is the countywide network of PSH programs that serve chronically homeless and other special needs populations. With the support of the Board of Supervisors, and with a collaboration between OSH and BHSD, the network (known as Care Coordination Project or CCP) has been able to greatly expand its services to provide permanent supportive housing to chronically homeless Santa Clara County residents. In 2012, the network had the capacity to serve 80 chronically homeless individuals. Currently, the CCP has the capacity to serve about 1,300 chronically homeless individuals or families.

In FY 2017, the County implemented a strategy to enable the CCP’s service providers to provide specialty mental health services, leveraging Short-Doyle Medi-Cal funds and expanding the specialty mental health system. As a result, 84% percent of households in Santa Clara County that receive PSH services through the CCP are now able to retain their housing for 12 months or longer, indicating that this strategy has been successful. 

CONSEQUENCES OF NEGATIVE ACTION

Failure to approve the recommended actions would result in the BHSD’s inability to provide much needed supportive housing services to the most vulnerable populations in Santa Clara County.
