REASONS FOR RECOMMENDATION

The Children, Seniors, and Families Committee (CSFC) met on June 19, 2019. Chairwoman Chavez and Vice Chair Cortese were present.

The Committee received a report from the Behavioral Health Services Department relating to the School Linked Services Implementation Plan.

The Committee held a study session led by South Bay Coalition to End Human Trafficking relating to a regional and Countywide response to illicit massage establishments. The Committee was joined by San Jose Councilmember Maya Esparza, Councilmember Sylvia Arenas as well as the representatives for the San Jose Police Department, District Attorney’s Office and Office of the Sheriff. Chair Chavez requested that the public safety and justice partners follow up with the South Bay Coalition to discuss what issues should be prioritized and to include criminal analysts in these conversations. Chair Chavez requested that the Office of Labor Standards Enforcement and the Office of Women’s Policy be involved in the discussion.

The Committee held a study session led by the Office of Cultural Competency, the Department of Family and Children's Services, and the Probation Department, relating to the cross-system coordinated report regarding key efforts to support child safety and well-being. Vice Chair Cortese raised concerns regarding disproportionality and the need to have conversations to confront this issue in the County. Chair Chavez recommended that a referral be put forward to address equity in a meaningful way through a conference in Fall 2019, including issues such as education, foster care, transportation, and housing.

The Committee received a report from the Facilities and Fleet Department relating to the new HUB Youth Program facility at Parkmoor. Chair Chavez requested a closer look at the private staff area to ensure very few spaces are off limits to the youth. Chair Chavez also requested that costs are identified for the half court, garden, children’s area, refrigerator and other costs in order for fundraising efforts to be conducted as needed. Vice Chair Cortese recommended that there be a clear sponsorship packet. Chair Chavez recommended that a conversation be had with the VMC Foundation to get ideas on the structure of sponsorship.

The Committee received a verbal report from the Director of the Social Services Agency relating to trauma informed training and SSA recruitment efforts. Chair Chavez requested that a conversation on resource families be scheduled for the CSFC workplan.

The Committee received a verbal report from the Director of the Department of Child Support Services relating to the Governor’s updates, specifically on child support funding.

The Children, Seniors, and Families Committee adjourned to the next meeting on August 21, 2019 at 2:00pm in the Board Chambers.
