Approve the Project, adopt plans and specifications, and authorize advertisement of Contract Documents for the Habitat Restoration for Isabel Creek Bridge Project at San Antonio Valley Road, Bridge No. 37C0608 (Old Bridge No. 37C0089), Federal project No. BRLO-5937 (215), and direct the Clerk of the Board to open bids on Thursday, September 26, 2019, at 2:00 p.m., in the Office of the Clerk of the Board of Supervisors.

FISCAL IMPLICATIONS

There is no impact to the County General Fund. Sufficient funding for the project is included in FY 2020 Road Fund Budget account 603−62907−0020, Federal Highway Bridge Program. The Federal Highway Bridge Program (HBP) provides for reimbursement of 100% of eligible project costs.

It is the Departments practice to disclose the Engineer’s Estimate of construction costs at the time of bid opening.

REASONS FOR RECOMMENDATION

This contract constructs habitat restoration and environmental mitigations consistent with natural resource agency permit requirements for the Isabel Creek Bridge Replacement Project which was completed in May 2019. The work includes restoring the project site, planting approximately 2 acres of woodland habitat, 0.1 acres of riparian habitat, and establishing 0.1 acres of wetland habitat. The permitting condition requires 10 years of maintenance, monitoring and reporting.

The mitigation project is part of the Isabel Creek Bridge Replacement Project and an Initial Study was prepared as required by California Environmental Quality Act (CEQA). Caltrans environmental staff approved a determination of Categorical Exclusion under the National Environmental Protection Act (NEPA) and approved the NEPA/CEQA documents.

The Contract Documents for the project are on file with the Clerk of the Board of Supervisors for viewing. The Department may make minor modifications to the plans and specifications prior to advertisement for bids. If this occurs, the Project Engineer will provide the complete and final version of the Contract Documents to the Clerk of the Board to be retained as the official public record.

The recommended action will have no/neutral impact for all members of the public including children and youth.

SENIOR IMPACT

The project will have no/neutral impact for all members of the public including seniors.

SUSTAINABILITY IMPLICATIONS

The recommended action provides for habitat conservation and thus has positive sustainability implications.

CONSEQUENCES OF NEGATIVE ACTION

The contract documents would not be approved and adopted and the project would not proceed. The County would not be in conformance with the permit requirements.

STEPS FOLLOWING APPROVAL

1.                 The Clerk of the Board to advertise of the project in a local newspaper. The cost to obtain the contract documents is $50.00 per set and they may be purchased at the Plan Counter at 101 Skyport Drive, San Jose, CA 95110.

2.                 Set the Bid opening date for Thursday, September 26, 2019, at 2:00 p.m.

3.                 The Clerk of the Board shall send MinuteTraq notification of completed processing to:
