FISCAL IMPLICATIONS

There are no fiscal implications associated with the adoption of the Fiscal Year 2020 (FY 2020) Master Salary Ordinance.  The funding for the positions in the various County agencies and departments is included in the FY 2020 Adopted Budget.

REASONS FOR RECOMMENDATION

County Ordinance Code Division A7, Budgets, Section A7-6 requires that the Board of Supervisors enact a salary ordinance each fiscal year.  The adoption of the FY 2020 Master Salary Ordinance is necessary to implement actions resulting from the Budget Hearing and various salary ordinance amendments, both by administrative actions as well as those adopted by the Board, during the prior fiscal year, FY 2019.  In addition, included in this Master Salary Ordinance are necessary administrative corrections due to errors and omissions.

BACKGROUND

NS-5.20 is the Salary Ordinance for FY 2020.  Included in this Ordinance are one hundred twenty-nine (129) salary ordinance amendments and one hundred five (105) administrative add/delete actions, which were approved throughout FY 2019.

Adoption of the FY 2020 Master Salary Ordinance creates footnotes detailing the expiration dates associated with specific unclassified positions, captures the delayed deletion and addition of positions as authorized in the FY 2020 County Budget salary ordinance, and abolishes obsolete footnotes.

The FY 2020 Salary Ordinance reflects changes in the IT Career Compass (ITCC) implementation, as well as administrative corrections, including corrections of titles, numbers, and alternate staffing of specific positions.  Included in these corrections are the following: 

·        NS-5.18.33 correction: In Budget Unit 610, one (1) half time Librarian II or Librarian I position was deleted, but the position was a split code position so needed to delete one (1) full time position to allow for the deletion of both halves.

·         NS-5.19.70 correction: Footnote 388 which states The limited duration unclassified codes for the Employment Connection in the SOCIAL SERVICES AGENCY shall only be filled between May 1 and August 31. Incumbents appointed to these codes shall be fulltime employees for the duration of the assignment,” should have been numbered Footnote 233 instead.

 

·        NS-5.19.91 correction: In Budget Unit 130, five (5) Human Resources Assistant II or Human Resources Assistant I positions were deleted, but should not have been deleted.

·        NS-5.19.91 correction: In Budget Unit 921, one (1) 9/10 Dialysis Technician position should have been added effective 2/25/19.

·        NS-5.19.100 correction: In Budget Unit 130, one (1) Human Resources Assistant II or Human Resources Assistant I position should have been added alternately staffed as Senior Human Resources Assistant or Human Resources Assistant II or Human Resources Assistant I.

·        NS-5.19.109 correction: In Budget Unit 501, the job code for Social Work Supervisor should have been Y23, not T23.

·        NS-5.19.110 correction: In Budget Unit 111, one (1) Application Developer position should have been alternately staffed with (G5H) Associate Application Developer, and one (1) Test Engineer should have been alternately staffed with (G2R) Associate Test Engineer.

·        NS-5.19.110 correction: In Budget Unit 115, one (1) IT Field Support Specialist or Associate IT Field Support Specialist position should have been added instead of one (1) Senior IT Field Support Specialist, effective 5/20/2019.

·        NS-5.19.110 correction: In Budget Unit 140, the word “Half” should not have preceded the Geographic Information Systems (GIS) Analyst or Associate Geographic Information Systems (GIS) Analyst position.

·        NS-5.19-110 correction: In Budget Unit 145, 16 Senior IT Field Support Specialist positions should have been added instead of 15, effective 5/20/2019.

·        NS-5.19.110 correction: In Budget Unit 200, one (1) Senior IT Field Support Specialist position should have been added instead of one (1) Senior IT Service Desk Specialist position, effective 5/20/2019.

·        NS-5.19.110 correction: In Budget Unit 230, one (1) Management Analyst or Associate Management Analyst position should have not been deleted; one (1) Network/Telecom Technician should not have been added, and one (1) Senior Network/Telecom Technician position should have been added, effective 5/20/19; one (1) Systems Administrator Technician position should not have been added, and one (1) additional Systems Administrator position and one (1) additional Senior IT Field Support Specialist position should have been added, effective 5/20/19; four (4) Information Systems Technician II or Information Systems Technician I positions should have been deleted instead of three (3), effective 5/20/19; one deleted Information Systems Technician II or Information Systems Technician I position should have been noted as (Half), and one added Database Administrator position should have been noted as (Half).

·        NS-5.19.110 correction: In Budget Unit 263, one (1) Application Administrator position and one (1) IT Field Support Specialist or Associate IT Field Support Specialist position should have been added in Facilities.

·        NS-5.19.110 correction: In Budget Unit 921, nine (9) Application Administrator positions should have been added instead of eight (8), effective 5/20/19.

·        NS-5.19.113 correction: In Budget Unit 921, the Executive Assistant position should have been Executive Assistant I.

·        NS-5.19.114 correction: In Budget Unit 110, one (1) Business Intelligence Analyst or Associate Business Intelligence Analyst position and one (1) Senior Business Systems Analyst position should have been added.  Additionally, 11 Business Systems Analyst positions should have been added instead of 12, and six (6) IT Business Analyst or Associate IT Business Analyst positions should have been added instead of seven (7), effective 6/17/2019.

·        NS-5.19.114 correction: In Budget Unit 111, three (3) Business Systems Analyst positions should have been added instead of four (4), and one (1) IT Project Manager position should have been added instead of two (2).  Additionally, one (1) Scrum Master position and one (1) Senior Business Systems Analyst position should have been added, effective 6/17/2019.

·        NS-5.19.114 correction: In Budget Unit 115, one (1) Application Developer or Associate Application Developer position should not have been added.

·        NS-5.19.114 correction: In Budget Unit 120, Job Code G14 should have been G12 for Information Systems Manager II, and the alternate-staffing should have been G14 Information Systems Manager I not G28 Information Systems Analyst II or G29 Information Systems Analyst I.

·        NS-5.19.114 correction: In Budget Unit 140, the Geographic Information Systems (GIS) Analyst position should have been implemented 5/20/19 instead of 6/17/19.

·        NS-5.19.114 correction: In Budget Unit 145, two (2) Management Aide positions should have been deleted instead of one (1), effective 6/17/2019; one (1) Associate Management Analyst or Management Aide position should have been added, 14 Business Relationship Manager positions should have been added instead of 13, 17 Data Analyst or Associate Data Analyst positions should have been added instead of 19, only two (2) Cyber Security Specialist positions should have been added and one (1) Senior Cyber Security Specialist position should have been added effective 5/20/19, eight (8) Data Engineer or Associate Data Engineer positions should have been added instead of six (6), two (2) Enterprise Architect positions should have been added instead of four (4), eight (8) Infrastructure Engineer or Associate Infrastructure Engineer positions should have been added instead of 13, three (3) IT Asset Manager positions should have been added instead of two (2), two (2) IT Audit and Compliance Specialist positions should have been added instead of one (1), 15 IT Business Analyst or Associate IT Business Analyst positions should have been added instead of 20, two (2) IT Field Support Specialist or Associate IT Field Support Specialist positions were added, but should have been three (3) positions all effective 5/20/19 instead of 6/17/19; one (1) IT Process Analyst position should have been added instead of two (2), four (4) IT Program Manager positions should have been added instead of five (5), nine (9) IT Supervisor positions should have been added instead of 10, three (3) Senior Business Relationship Manager positions should have been added instead of four (4), six (6) Senior Business Systems Analyst positions should have been added instead of seven (7), one (1) Senior IT Audit and Compliance Specialist position should not have been added, 12 Senior Systems Administrator positions should have been added instead of 11, seven (7) Solution Architect positions should have been added instead of five (5), and three (3) Technology Architect positions should have been added instead of two (2), effective 6/17/19; one (1) Senior Application Administrator should have been added effective 6/17/19; one additional Senior IT Manager should have been added for a total of 25, effective 6/17/19, one (1) Senior Solution Architect position should not have been added; four (4) Systems Administrator positions should have been added instead of one (1), and three (3) Web Designer – U positions with footnote 805 should have been deleted in Section 3, effective 5/20/2019.

·        NS-5.19.114 correction: In Budget Unit 246, two (2) Data Analyst or Associate Data Analyst positions should have been added instead of three (3), and two (2) Data Engineer or Associate Data Engineer positions should have been added instead of one (1), effective 6/17/19; one (1) Senior Application Administrator should have had an effective date of 5/20/19 instead of 6/17/19; only (1) IT Field Support Specialist position should have been deleted, and one (1) Senior Application Administrator position should not have been added, effective 5/20/19.

·        NS-5.19.114 correction: In Budget Unit 415, one (1) Business Information Technology Consultant position, one (1) Information Systems Manager II position, and one (1) Management Information Systems Analyst II or Management Information Systems Analyst I position should have been deleted, and two (2) IT Business Analyst or Associate IT Business Analyst positions and one (1) Business Intelligence Analyst or Associate Business Intelligence Analyst position should have been added, effective 6/17/19.

·        NS-5.19.114 correction: In Budget Unit 501, seven (7) Business Intelligence Analyst or Associate Business Intelligence Analyst positions should have been added instead of five (5), effective 6/17/19; two (2) IT Business Analyst or Associate IT Business Analyst positions should have been added instead of one (1), effective 6/17/19; two (2) Senior Management Analyst or Management Analyst positions should have been deleted instead of one (1), effective 6/17/2019; 12 IT Business Analyst or Associate IT Business Analyst positions should have been added effective 6/17/19 instead of 5/20/19; and one (1) SSA Application and Decision Support Manager position should have been deleted effective 6/17/19.
