Possible action:
a. Approve the Project, adopt plans and specifications, and authorize advertisement of Contract Documents for the East Wing Building Management System Upgrade - Phase 2 (Project No. 263-BL19006), and direct the Clerk of the Board to open bids on September 19, 2019, at 2:00 p.m., in the Office of the Clerk of the Board of Supervisors.
b. Authorize the County Executive, or designee, to make clarifications, make minor changes, and issue addenda as necessary to the contract documents and the advertisement including the timing of receipt of proposals.

FISCAL IMPLICATIONS

Funds for the construction are already available in the Backlog Project 263-BL19006 "East Wing BMS Repair and Balancing".

REASONS FOR RECOMMENDATION

The design phase of the project is complete, and the associated construction documents are now ready for advertisement. Per Public Contract Code 20124, the Board of Supervisors (Board) is required to adopt the completed construction documents and authorize advertisement of the Invitation to Bid.

Authorization to the County Executive, or designee, to make minor modifications to the bid documents is needed to respond to clarifying questions raised by prospective bidders. If approved, the Facilities and Fleet Department (FAF) will request ratification of any modifications at the time the contract award is recommended to the Board.

This action will have positive sustainability implications, as facility modifications provide opportunities to modernize aged facilities and incorporate new technologies that lead to energy conservation and energy efficiency.

BACKGROUND

The project will upgrade the existing BMS of the East Wing at 70 West Hedding Street. It is a computer-based control system installed in buildings that controls and monitors the building's mechanical and electrical equipment such as ventilation, lighting, power systems, fire systems, and security systems. A BMS consists of software and hardware; the software program, usually configured in a hierarchical manner, can be proprietary, or may integrate the use of Internet protocols and open standards.

CONSEQUENCES OF NEGATIVE ACTION

The project would not be advertised at this time.
