FISCAL IMPLICATIONS

There is no adverse impact to the General Fund. There are sufficient funds budgeted in the Office of the County Executive’s Office of LGBTQ Affairs’ Fiscal Year 2019-2020 Adopted Budget to cover the total sponsorship amount of $10,000.

REASONS FOR RECOMMENDATION

Silicon Valley Pride (SV Pride) is the annual, local celebration of the lesbian, gay, bisexual, transgender, and queer (LGBTQ) community. Silicon Valley Pride is the largest Pride event in the South Bay and is coordinated by the Gay Pride Celebration Committee of San José, a 501(c)(3) organization.

Silicon Valley Pride will run from August 24-25, 2019 in downtown San José and will be accessible by public transportation. Silicon Valley Pride will host several different events, including a Transgender focused night event, the Pride parade, and a Saturday night-Sunday day festival in César Chávez Park. The day festival will include a specialty area dedicated to families and children and another as a women/femme friendly spaces. The festival will include booths from a variety of County departments, community-based organizations that provide services and programs to the LGBTQ community, and local vendors.

The 2019 SV Pride celebration will continue with the Trans and Friends Rally followed by a night festival. Most other pride events held in other cities have similar events to highlight celebration and support of the local transgender and non-binary community. These events help promote awareness and visibility of this highly marginalized population. The festival brings community and allies together to hear speakers, enjoy local Bay Area performances by transgender and non-binary people, and provide resource tables for local organizations, businesses, and programs to share information.

By financially sponsoring the events of Silicon Valley Pride, the County is demonstrating its commitment to supporting the LGBTQ community through the creation of safe and celebratory spaces; elevating the work of LGBTQ-serving organizations within the County; and insuring the visibility of LGBTQ residents of Santa Clara County.

The festival charges a daily admission fee.

BACKGROUND

Based on a 2013 health assessment done by the County of Santa Clara Public Health Department, LGBTQ-identified persons experience more instances of discrimination, social isolation, and stigmatization than their non-LGBTQ counterparts. LGBTQ persons may face unique barriers when attempting to access health care services, secure housing, and/or maintain employment, ranging from experiences of interpersonal discrimination to physical violence.

Silicon Valley Pride, with a 2019 theme of “Diversity in Action” aims to provide a welcoming, inclusive space for LGBTQ persons in the Silicon Valley. Pride celebrations represent an opportunity for LGBTQ-serving organizations to connect with community members and provide information about their services and programs. Pride also exists to provide a safe space in which LGBTQ-identified individuals can express their authentic selves and feel valued by community.

CONSEQUENCES OF NEGATIVE ACTION

The County will not be able to provide financial support for the 2019 SV Pride Festival as mentioned and, as such, will not be able to contribute toward the actualization of safe and celebratory LGBTQ spaces through this venture.

STEPS FOLLOWING APPROVAL
