On August 28, 2018 (Item No. 53), the Board approved a revision to the sponsorship for the United Nations Association Film Festival (Inventory Item No. 34), recognizing the International Documentary Association as the recipient of County sponsorship funds, and increasing the sponsorship amount by $2,750 per year.

REASONS FOR RECOMMENDATION

During the Fiscal Year 2018-2019 Budget Hearing, the Board approved 65 Inventory Items, including 36 sponsorships and grants assigned to the Clerk of the Board. Additionally, the Board approved a delegation of authority to the Clerk of the Board, allowing for the execution of grant and sponsorship agreements needed to disburse the allocated funding.

One year of funding has been disbursed to all designated agencies pursuant to Board direction. For the five multi-year Inventory Items listed above, additional grant or sponsorship agreements must be executed. Due to the expiration of delegation of authority on June 30, 2019, the Clerk of the Board currently lacks the authority to execute grant or sponsorship agreements for the second and third years of the above agreements, and therefore requests a new delegation of authority.

Reason for request of Delegation of Authority

Although delegations of authority are discouraged except under certain circumstances, this delegation of authority is necessary to allow the Clerk of the Board to execute these Board-approved Inventory Items for the remainder of their terms.

BACKGROUND

Inventory Items are Board-approved allocations of funds to local agencies or entities to support local programs, and are approved by the Board of Supervisors during the Fiscal Year Budget Hearing each year.

CONSEQUENCES OF NEGATIVE ACTION

The Clerk of the Board will be unable to execute grant or sponsorship agreements with the listed entities, and disbursement of funding will require additional Board action for each recipient.

STEPS FOLLOWING APPROVAL

The Clerk of the Board will notify Chanthavy Sivongxay, Raul Chavez, and Cathy Taylor upon approval.
