FISCAL IMPLICATIONS

The six percent (6%) differential will be implemented on March 9, 2020. The annualized cost is approximately $116,000. The estimated cost to implement for the remainder of Fiscal Year (FY) 2020 for Santa Clara Valley Medical Center (SCVMC) is approximately $32,000. Because the six percent (6%) differential was effective February 11, 2019, the cost to implement in arrears is estimated to be $125,000.

No appropriation modification is needed at this time. For the FY 19-20 costs the department will rely on existing appropriation. For FY 20-21, the hospital system is projected to have a deficit.

REASONS FOR RECOMMENDATION

In order to aid in recruitment and retention, it is recommended that Master Salary Ordinance Footnote No. 78 be amended to include a six percent (6%) differential for certain positions in Interventional Radiology (Diagnostic Imaging).

BACKGROUND

Approval of a six percent (6%) differential paid on the base salary for certain P41 Physicians employed as interventional radiologists in the Diagnostic Imaging Department (Cost Center 6593) was approved in January 2019 and was effective February 11, 2019. Due to an administrative error, the six percent (6%) was not implemented on February 11, 2019. For some of the affected interventional radiologists, the differential increased total salary above the $204.82 hourly cap. Affected interventional radiologists have not received the six percent (6%) salary differential to date; therefore, it is requested to implement the recommended action retroactive to February 11, 2019. The affected interventional radiologists provide specialized diagnostic imaging patient care services.

In order to aid in recruitment and retention of interventional radiologists, it is recommended that the Countys Master Salary Ordinance be amended to include up to five (5) interventional radiologists to be paid a six percent (6%) salary differential while assigned to the Diagnostic Imaging Department.

CONSEQUENCES OF NEGATIVE ACTION

Employees who practice in Interventional Radiology will not be appropriately compensated.
