There is no additional fiscal impact associated with the recommended actions, as the funding for the positions and classifications being corrected was already accounted for when the actions were initially approved.

REASONS FOR RECOMMENDATION

The Employee Services Agency (ESA) has implemented a new salary ordinance audit process that occurs on a bi-weekly basis.  The audit includes a review of the actions approved by the Board in addition to the implementation of the associated transactions in PeopleSoft.  With the implementation of this audit practice, any errors that are discovered are brought forward to the Board for approval as technical corrections to the Salary Ordinance. It is necessary for ESA to bring any substantive corrections to the Salary Ordinance back to the Board of Supervisors for approval to ensure that the Salary Ordinance reflects the correct authority

BACKGROUND

Master Salary Ordinance NS-5.20 was submitted to the Board on August 13, 2019.  Within the Master Salary Ordinance (MSO) and subsequent salary ordinance amendments, discrepancies have been identified as follows:

NS-5.19.58 In Budget Unit 921, one (1) Program Manager I position, and five (5) Program Manager II positions were added for the acquisition but should have been three (3) Program Manager I positions and three (3) Program Manager II positions.

NS-5.19.103 In Budget Unit 202, four (4) alternately staffed Victim/Witness Advocate positions should not have Footnote #789 attached.

NS-5.19.114 In Budget Unit 415, one (1) alternately staffed Senior Management Information Systems Analyst/Management Information Systems Analyst II/I position should have been deleted and one (1) alternately staffed Data Analyst/Associate Data Analyst position should have been added, effective June 16, 2019; Footnote #805 should have had an expiration date of October 18, 2020.

NS-5.19.123 In Budget Unit 921, only one (1) alternately staffed Senior Management Information Systems Analyst/Management Information Systems Analyst II/I position should have been deleted instead of two (2) positions, and one (1) (half) alternately staffed Senior Management Information Systems Analyst/Management Information Systems Analyst II/I position should not have been added.

NS-5.19.124 Footnote #796 was not updated to reflect the change in department from County Clerk-Recorder to Technology Services & Solutions; in Budget Unit 110, one (1) alternately staffed IT Business Analyst/Associate IT Business Analyst position should have been deleted effective July 1, 2019.

NS-5.19.127 Footnote #233 had already been assigned.  This ordinance should have a corrected Footnote #234.

NS-5.19.129 In Budget Unit 921, the Job Code for Clinical Administrative Support Officer II should be B3B, not B38; the Job Code for Nurse Manager, Critical Care should be S42, not S53; one (1) position deletion of an alternately staffed Diagnostic Imaging Technologist II Computed Tomography was listed as full time, but should have been (half) time; one (1) deletion of an alternately staffed Sterile Processing Technician II/I position was listed as full time, but should have been (9/10); and one (1) deletion of a Clinical Dietitian I position was listed as full time, but should have been (half) time.

NS-5.20 In Budget Unit 107, Footnote #795 was attached to the three (3) classified Community Outreach Specialist positions but should not have been; in Budget Unit 115, one (1) Senior IT Field Support Specialist position was called out as being deleted, but had not been inactivated, so showed up as active on the MSO; in Budget Unit 610, Footnote #126 should not have been included with the stand-alone Senior Library Clerk positions; in Budget Unit 725, Footnote #807 should have been attached to one (1) unclassified alternately staffed Senior Management Analyst/Management Analyst position, and Footnote #806 should have been attached to four (4) unclassified alternately staffed Senior Management Analyst/Management Analyst positions instead of five (5) positions; in Budget Unit 921, Footnote #177 and #226 were not included with the alternately staffed Clinical Laboratory Scientist II/I/Medical Laboratory Technician positions; Footnote #234 should have been added to all Physician VMC positions; Footnote #234 should have been added in the Footnotes Section of the MSO.

NS-5.20.19 In Budget Unit 921, one (1) Operating Room Clerk position was added but should have been one (1) Surgical Aide position.

NS-5.20.26 In Budget Unit 262, the job code for Veterinarian should have been (V5J) instead of (V57).

NS-5.20.28 In Budget Unit 130, the job code for Employee Benefits Program Manager should have been (H1B) instead of (HIB).

NS-5.20.49 In Budget Unit 921, the salary ordinance amendment had incorrect second reading and implementation dates; the second reading should have been December 10, 2019, and the implementation date should have been December 16, 2019.

NS-5.20.67 The RNPA Summary of Changes indicated that Step 1 and Step 2 of the Clinical Nurse I and Clinical Nurse II wage scale shall be eliminated thereby making the entry wage for Clinical Nurse I and Clinical Nurse II to be at the Step 3 level.  The salary ordinance should have included the removal of those steps.

NS-5.20.68 The Patient Services Case Coordinator (PSCC) study includes classifications tied to RNPA.  The salary ordinance for the RNPA contract NS-5.20.67 gives a 3% General Wage Increase and a 4% realignment to employees working in various CEMA nursing-related classifications.  NS-5.20.67 and NS-5.20.68 take effect on February 10th, however the PSCC ordinance did not include the additional 7% increase included in the RNPA Summary of Changes.

CONSEQUENCES OF NEGATIVE ACTION

The FY 2020 Salary Ordinance and subsequent Salary Ordinance Amendments would not accurately reflect the correct Footnotes, job titles, job codes, and FTEs in some areas.
