FISCAL IMPLICATIONS

This Project has no impact to the General Fund. Sufficient funding for the project is included in FY 2017 Road Fund Budget Account 603-62890-0020, Neighborhood Protection Program. It is Department practice to disclose the Engineer’s Estimate of construction costs at the time of bid opening.

BACKGROUND

Junipero Serra Boulevard from Page Mill Road to Campus Drive adjacent to Stanford University is an arterial street with some residential frontage that has high pedestrian and bicycle use. The road has been identified as having a high crash history and relatively high speeds.  The Roads & Airports Department has been collaborating with Stanford University and the residential community through a working group established specifically for this project to identify roadway modifications that will improve safety and lower speeds.  The project goal is to provide traffic calming without impacting the volume and orderly traffic operations of Junipero Serra Boulevard.

The project will install traffic channelizers (chicanes), lighting, electric beacons, landscaping and signage in an effort to slow traffic and improve traffic safety.  A total of sixteen trees have been identified for removal as part of this project. On October 12, 2017, Tree removal notices were posted on the identified trees. No objections have been received by the department.

Stanford University has agreed to maintain the lighting and landscaping.  In addition, letters of concurrence with the project design have been received from the University, the Stanford Residential Leaseholders Association and the property owners fronting the road. 

CONSEQUENCES OF NEGATIVE ACTION

The contract documents will not be adopted and the project will not proceed.

STEPS FOLLOWING APPROVAL

The Clerk of the Board shall take the following actions:

1.     Publish advertisement of the project in a local newspaper. The cost to obtain contract documents for the project is $100.00 per set, and may be purchased at the Plan Counter at 101 Skyport Drive, San Jose, CA 95110.

2.     Set the bid opening date for Thursday, April 19, 2018, at 2:00 p.m.

3.     Send notification of completed processing to:

·        Paul Pascoal, Jeri Arstingstall, and David Parks, Roads and Airports Department, Infrastructure Development Division.
