Possible action:
a. Adopt plans and specifications and authorize advertisement of Design-Build Contract Documents for the Juvenile Hall Video Surveillance and Security Systems Upgrade Project.
b. Direct the County Executive, or designee, to receive proposals by Tuesday, June 5, 2018, at 2:00 p.m., at the Facilities and Fleet Department at 2310 North First Street, Second Floor, San Jose.
c. Authorize the County Executive, or designee, to issue addenda as necessary to the Request for Proposals and the contract documents and the timing of receipt of proposals.

FISCAL IMPLICATIONS

On January 24, 2017, Item 18, the Board of Supervisors approved Project No. 263-CP17034 and allocated $1,700,000 from the Special Programs Reserve for Surveillance and Security Capital Project Needs for a design-build project.

REASONS FOR RECOMMENDATION

The original project scope and estimate was based on the replacement of 150 existing cameras, the addition of 78 new cameras to mitigate blind spots, the replacement of all existing coaxial wiring with new CAT 6 wiring, and a network video recorder with a 13-month storage capacity. During the development of the design-build bridging documents, the Probation Department requested and the County Executive agreed to modify the project scope to include replacing and updating all existing security electronics and control panels with new touch screens and supporting electronics equipment, replacing and updating the existing analog intercom system with a digital system, the integration of new systems with door/gate controls, the addition of duress alarms, the addition of miscellaneous controls (TV, lighting, phone, receptacles, water shutoff), the replacement and/or resurfacing of workspaces at each officer control station, and the provision of dedicated HVAC package units in Central Control and the main Security Electronics Room to compensate for the added heat loads from this new equipment. Because of the scope increases, the revised estimate for only the construction phase is $2,500,000.

The design-build bridging documents with the revised project scope are now complete. Thus, the Administration recommends the Board of Supervisors approve the adoption of plans and specifications and subsequent advertisement of the Design-Build Contractor Documents to the shortlisted firms. Once the selection process is completed, the Administration will return to the Board of Supervisors with recommendations related to funding and award of the design-build contract.

Authorizing the County Executive, or designee, to issue addenda is needed to allow for clarifications to the contract documents during the Request for Proposals (RFP) phase. The Administration will provide the complete final version of the contract documents to the Clerk of the Board to be retained as the official public record.

BACKGROUND

On January 24, 2017, Item 18, the Board of Supervisors approved using $1,700,000 from the Special Programs Reserve for Surveillance and Security Capital Project Needs to establish Capital Project 263-CP17034 to replace the existing juvenile hall video surveillance system. FAF is using the design-build project delivery method for this work to better control costs and schedule and provide the ability to select a comprehensive integrated system.

On December 12, 2017, Item 80, the Board of Supervisors approved the first step of the Design Build Contract (DBC) process, which was the pre-qualification package that FAF subsequently advertised. A County evaluation panel evaluated all eight firms that responded to the pre-qualification advertisement. Four of the eight firms demonstrated superior experience with similarly sized projects of this scope and nature and were determined to be shortlist of firms to warrant further consideration in the RFP process. Shortlisted firms include CML Security LLC, Cornerstone Detention Products Inc., American Alarm Co. Inc., and ISI Controls LTD Dba Metroplex Control Systems (Argyle Security).

CONSEQUENCES OF NEGATIVE ACTION

The RFP would not be advertised at this time.
