FISCAL IMPLICATIONS

There is no fiscal impact to the County’s General Fund.  Approval of the recommended changes to the Fire District’s Personnel Rules and Regulations will have no fiscal impact to the Fire District.

REASONS FOR RECOMMENDATION

Changes to the Fire District’s Personnel Rules and Regulations require approval by its governing Board.  Due to the addition and elimination of certain positions in the Fire District, the Fire District is requesting approval to update the list of positions in Section 102.1 – Coverage that constitute the Unclassified Service.

The Fire District is requesting approval to make the following changes:

·        The addition of the Director of Communications and the Deputy Director of Communications positions.  These positions were added to the Fire District’s Salary Ordinance by the Board at its February 27, 2018 meeting in conjunction with the Board’s approval of a service agreement with the Fire District to provide management support for the County Communications Department.

·        The addition of the Director of Fire Prevention position.  This position was approved by the Board on April 25, 2017.  This position provides an alternatively staffed, non-safety position to oversee the Fire District’s Fire Prevention Division.  The position was created to help address a finding in a recent audit completed by CalPERS.

·        The replacement of the Personnel Services Manager position with a Director of Personnel Services.  The change in positions was approved by the Board on April 12, 2016 to better reflect the current duties of the position.

·        The replacement of the Public Information Officer with an Information Specialist.  This change was approved by the Board on January 23, 2018 to avoid confusion with similarly titled positions in the Incident Command Structure.

·        The elimination of the Assistant Fire Marshall position from the list of Unclassified positions.  This position is now represented by the Battalion Chief’s Unit of IAAF Local 1165 and is no longer part of the Unclassified Service.

·        The elimination of the Administrative Support Officer position.  This position was deleted from the Fire District’s Salary Ordinance by the Board on October 4, 2016 as part of a reorganization of the Fire District’s administrative support staff positions.

The Fire District will not be able to update its Personnel Rules and Regulations to correctly reflect the positions in its Unclassified Service

STEPS FOLLOWING APPROVAL

The Clerk of the board will notify the Fire District’s Director of Business Services when the amended Personnel Rules and Regulations have been approved by the Board and processing in MinuteTraq has been completed.
