Possible action:
a. Approve exception specified under Board of Supervisors Policy 5.6.5.1(D)(2)(a), Exceptions to Competitive Procurement (Single Source), relating to Agreement with SJCC to provide miscellaneous maintenance and repair work on various County roads including weed abatement, debris pickup, erosion control and landscaping maintenance; this request falls within the exception specified under Board policy because the proposed Agreement is mutually beneficial for the community as the non-profit SJCC promotes youth job training and education while providing needed services to the Roads and Airports Department.
b. Approve Agreement with SJCC relating to providing miscellaneous maintenance and repair work on various County roads including weed abatement, debris pickup, erosion control and landscaping maintenance in an amount not to exceed $1,150,000 for period July 1, 2014 through June 30, 2019, that has been reviewed and approved by County Counsel as to form and legality.
c. Authorize Director, Roads and Airports Department, to be the Owner's Authorized Representative to negotiate, execute, amend, and terminate the Agreement, including issuance of Project Approval Forms for services during the term of the Agreement, and increase of the maximum compensation limit by up to $100,000, following approval by County Counsel as to form and legality, and approval by the Office of the County Executive. Delegation of authority shall expire on June 30, 2019.

FISCAL IMPLICATIONS

There is no fiscal impact to the General Fund. Funding for the first year of the agreement in the amount of $230,000 is included in the FY 2015 Road Fund Recommended Budget.  The multi-year agreement is structured on a pay-as-you-go basis; the Department assigns individual projects to the SJCC as funding permits. 

CONTRACT HISTORY

The Department previously contracted with the SJCC starting in 2008 for miscellaneous maintenance and repair work on County roads.

REASONS FOR RECOMMENDATION

The SJCC provides at-risk, disadvantaged, mostly minority young men and women with job skill training and environmental education through public service and conservation work and is certified as a “community conservation corps” by the California Conservation Corps.  The Department recommends approval of the agreement with SJCC on a single-source basis to enable SJCC to perform basic maintenance tasks on County roads including weed abatement, debris removal, erosion control, and landscaping maintenance, thus furthering the unique role SJCC plays in our community while providing a cost-effective resource for the Department and enabling existing road maintenance staff to focus on more complex work.

CHILD IMPACT

The recommended actions will have a positive impact on children and youth because the SJCC provides at-risk and disadvantaged youth with job skill training.

SENIOR IMPACT

The recommended actions will have no/neutral impact on seniors.

SUSTAINABILITY IMPLICATIONS

The recommended actions will have positive sustainability implications because SJCC provides environmental education to young men and women through public service and conservation work.

CONSEQUENCES OF NEGATIVE ACTION

The Agreement will not be executed and the SJCC will not provide services to the Roads and Airports Department.
