FISCAL IMPLICATIONS

There are no fiscal implications associated with this informational item.  Future funding needs for items discussed as part of today’s items will come to the Board in the future for consideration.

REASONS FOR RECOMMENDATION

On March 22, 2016, the Board requested that the Administration prepare for quarterly study sessions to provide for additional updates to the Board on jail reform efforts and to allow for more Board focus and discussion on these items.  This is the first of the study sessions and attached to this item are the presentation materials and updates for the Board’s information.  This involves updates from the Sheriff’s Office, Custody Health Services, the Facilities and Fleet Department, and the County Executive’s Office.

Five individuals addressed the Board.

President Cortese requested that Administration provide a diagram or chart at the next Board study session that outlines the entire continuum and flow of responsibility for implementation of reforms, provides details relating to investments that are being made, and includes information to assist the Board in understanding how mental health issues are considered prior to arrest or incarceration and in ascertaining if decision-makers are relying on good mental health advice when determining whether or not to incarcerate an individual.
